Why the one Rupees notes for 1964, 1982 and 1995 is so valuable/ unique?

A dealer in old coins and notes, purchased thirty 1-rupee notes - the first ones published by the government after Independence -- having the signature of the then finance secretary of India, K R K Menon. That time the trader paid Rs 1,350 for every note i.e 30*1350= 40500 INR. The first Finance Secretary was KRK Menon and the first Reserve Bank of India  Governor was CD Deshmukh. All bank notes of India bearing the signature of RBI’s Governor's signature apart from the 1 Rupee note which has the Finance secretary's signature. Few of the Rs 1 notes printed in 1964, bearing the initials of the finance secretary, Bhoothalingam, are at current available on ebay.com and OLX for Rs 20000 each. However, all old currency notes do not increase as rapidly in value. The readiness of the note in the market is the main factor. For an instance: The Rs 1 notes published in December 1964 and signatured by Bhoothalingam are very rare, but other notes signed by him in the successive months might be available in the market and may not fetch the same price. The Rupee note terminated to be in existence in 1995.That is why the demand of one rupee note of 1995 is very high.
